SEC. 3. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 23.
AN ACT to add a new section to Article 11 of the Anno-
tated Code of Maryland, 1929 Supplement, title "Banks
and Trust Companies, " sub-title "General Regulations, "
the said new section to be known as Section 52B, and to
follow immediately after Section 52A of said Article, to
specifically authorize any bank or trust company to
establish and operate branches within the State, with the
approval of the Bank Commissioner, and to continue the
operation of existing branches.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and the same is hereby
added to Article 11 of the Annotated Code of Maryland,
1929 Supplement, title "Banks and Trust Companies, " sub-
title "General Regulations, " said new section to be known
as Section 52B, to follow immediately after Section 52A of
said Article and to read as follows:
52B. Any bank or trust company organized under the
laws of this State, is specifically granted the power and
authority to establish and operate a branch or branches in
the City or County in which it is located or at any point
within the State, after having first obtained the approval
of the Bank Commissioner, which approval may be given
or withheld in his discretion, and shall not be given until
he shall have ascertained to his satisfaction that the public
convenience and advantage will be promoted by the open-
ing of any such branch or branches, and that said bank or
trust company has complied with the other terms and con-
ditions prescribed by this Article. Any bank or trust com-
pany having an existing branch or branches upon the ef-
fective date of this Act, may continue the operation of such
branch or branches without further approval from the
