Bank Commissioner, subject however, to all of the other
terms and conditions of this Article. This section shall not
be construed as implying that the provisions of this Article
have heretofore in any way prohibited the establishment or
operation of a branch or branches in the City or County in
which any bank or trust company, organized under the
laws of this State, is located, or at any point within this
State.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 24.
AN ACT to provide for the disposition of the unexpended
balance of money in the hands of or to the credit of the
Board of Road Commissioners of Charles County.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That after the payment by the Treasurer of
Charles County of all just outstanding bills which may be
due by said Commissioners to any person or body corporate,
and which may be approved by said Commissioners, from
the unexpended balance of money in the hands of or to the
credit of the Board of Road Commissioners of Charles
County, the said County Treasurer of Charles County is
hereby authorized and directed to first pay $1, 000 of said
sum to the Treasurer of the County Board of Education
and said County Board of Education shall use $500 thereof
per year for the years 1934 and 1935 for the transportation
of pupils to and from the Pomonky Industrial School of
said County, in addition to such sums as are now being used
for such purposes by said Board.
The balance of said fund shall be used by the County
Commissioners of said County for general County purposes.
SEC. 2. And be it further enacted, That this Act is here-
