land of 1929, which repealed and re-enacted with amend-
ments Section 8 of Chapter 692 of the Acts of the General
Assembly of Maryland of 1927; and also that Chapter 156
of the Acts of the General Assembly of Maryland of 1933,
which added or purported to add a new section to Article
16 of the Code of Public Local Laws of Maryland (1930
Edition), to be known as Section 637A, be and the same are
hereby repealed.

SEC. 4. And be it further enacted, That all bonds, notes,
loans, certificates of indebtedness or other obligations here-
tofore issued and sold by the County Commissioners of
Montgomery County or by the Board of County Commis-
sioners of Montgomery County pursuant to the authority
contained in any of the laws or parts of laws, acts or parts
of acts repealed by Sections 1, 2 and 3 of this Act, be and
the same are hereby ratified and confirmed and declared to
be the valid and binding obligations of the County Com-
missioners of Montgomery County issued upon its full faith
and credit and payable primarily in the manner prescribed
by the applicable laws or parts of laws, acts or parts of
acts, referred to herein and also by a general tax levy upon
all the assessable property within the limits of Montgom-
ery County.

SEC. 5. And be it further enacted, That this Act is
hereby declared to be an Emergency Law and necessary for
the immediate preservation of the public health and safety
and, having been passed by a yea and nay vote supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.
