SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediately preservation of the public health and safety and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

AN ACT to repeal Sections 58 to 67, both inclusive, of Article
1A of the Annotated Code of Maryland (Flack 1939 Edition),
title "Aeronautics", sub-title "Airport Zoning", and to add
nine new sections to Article 1A of the Annotated Code of
Maryland (Flack 1939 Edition), title "Aeronautics", sub-title
"Airport Zoning", said new sections to be numbered Section
58 to Section 66, both inclusive, and to follow immedi-
ately after Section 57 of said Article; defining certain words
and phrases; declaring that airport hazards should not be
created and should be eliminated; authorizing certain politi-
cal subdivisions to adopt, revise, administer and enforce
reasonable airport zoning regulations and within certain
districts to regulate the height of certain objects, specify the
land uses permitted, and in connection therewith to consider
certain elements; authorizing certain political subdivisions
to incorporate airport zoning regulations in their general
zoning regulations and to administer and enforce airport
zoning regulations in connection with their general zoning
regulations; authorizing any two or more political sub-
divisions to create a joint board and to delegate to said
board power to adopt, revise, administer and enforce air-
port zoning regulations to protect aerial approaches of
certain airports and providing for the creation of such joint
boards; extending the authority of certain political sub-
divisions to adopt, revise, administer and enforce airport
zoning regulations to protect approaches of any airport
which is owned, controlled or operated by the political sub-
division located wholly or partially outside the corporate
limits of the political subdivision; providing for, and regu-
lating, non-conforming uses, the issuance of permits and the
granting of variances; providing the procedure to be followed
