or less, with the westernmost boundary line of said triangular
parcel of land, said westernmost boundary line beginning at
the northeast corner of the property of the Farmers' Banking
and Trust Company and running thence southwesterly in a
straight line to a point on the north side of Jefferson Street
distant forty-seven feet westerly from the northwest corner of
the intersection of Jefferson and Court Streets, as shown on the
above described plat, and so as to relocate the bed of Court-
Street and thereby extend the lot on which the present Court
House Building now stands to the newly relocated east side
of Court Street; and provided further

(3) That if the said County Commissioners are unable to
agree with the owner or owners, or with the Mayor and Coun-
cil of the Town of Rockville, aforesaid, or with any person or
persons for the right to cross any public street or streets or any
public or private lands in said Town of Rockville, for the pur-
pose of putting in and constructing drains and sewers and the
laying of pipes in the construction of said drains and sewers,
then the said County Commissioners shall be and they are here-
by authorized and empowered to proceed to condemn such land
as may be necessary for purposes aforesaid for the use and
benefit of said County in the way and manner provided by the
laws of the State of Maryland.

(4) That the County Commissioners, aforesaid, are hereby
authorized, empowered and directed not to expend in excess of
thirty thousand dollars ($30, 000) out of the total amount au-
thorized under the provisions of this Act, or so much thereof
as may be necessary, in the acquisition or purchase of the said
above described triangular parcel of land, together with so much
of the bed of Court Street for the purpose above described, in-
cluding the cost of land publicly or privately owned with the
buildings and improvements, if any, thereon, where such land
abuts on or is adjacent to Court Street and is wholly embraced
within the metes and bounds of the said triangular parcel of
land hereinbefore described, provided, however, 110 other land
shall be acquired by the County Commissioners and paid for
out of the total amount authorized under the provisions of this
Act, other than that already hereinbefore fully described.

SEC. 5. And be it further enacted, That the County Com-
missioners secure in such manner as they shall think proper
and approve plans and specifications, award contracts for and
superintend the erection, construction, reconstruction or re-
