building of the said Court House, and also to attend to the
proper furnishing and fitting of the same out of the funds
hereby provided, and the said County Commissioners are
hereby directed and required, authorized and empowered to
pay for the same out of said funds; and the said Commis-
sioners are to have full charge, control, management and di-
rection of said erection, construction, reconstruction or re-
building and furnishing and all the contracts, plans and speci-
fications therefor; and upon the awarding by said Commis-
sioners of said contracts for the preparation of said plans and
specifications or construction of said Court House, and the
furnishing and fitting of the same and all sewerage and other
work to be done in connection therewith the said contracts
shall be executed by said County Commissioners and said
County Commissioners shall pay the contractor or contractors
thereunder such sums as may become due under said con-
tracts respectively, and the said Commissioners for all services
rendered under this Act shall receive no compensation, neither
shall said Commissioners nor any individual member thereof
have any interest in any of said contracts.

SEC. 6. And be it further enacted, That the Board of
County Commissioners of Montgomery County shall not award
any contract for any building or construction wherein the es-
timated costs shall exceed the sum of five hundred dollars
($500. 00) without first having advertised for bids, and all
of said expenditures shall be awarded to the lowest responsible
bidder after due advertisement of the proposals and the time
and place of the opening of said bids; provided, however, that
the said Board shall have the right to reject any or all bids.

SEC. 7. And be it further enacted, That the provisions
of this Act shall be construed as additional and supplementary
to and not in substitution for or in conflict with any of the
provisions of the General Laws of this State relating to public
buildings.

SEC. 8. And be it further enacted, That for the purpose
of paying the interest on said bonds, and for redeeming the
said bonds as they mature, the said Board of County Com-
missioners of Montgomery County shall, for the year of is-
suance thereof, and annually thereafter, until all of said bonds
issued under the authority of this Act shall mature and be
redeemed, levy a tax upon the assessable property of said Coun-
