missioners are unable to agree with the owner or owners for
said additional land, or with the Mayor and Council of the
Town of Rockville or with any person or persons for the right
to cross the public streets or any lands in said town for the
purpose of putting in and constructing said sewers and pipes
as aforesaid, then said County Commissioners shall and they
are hereby authorized and empowered to proceed to condemn
the same for the use of said County in the way and manner
provided in the laws of the State of Maryland.

Provided, however, that the funds herein enumerated and
for the specific purposes herein outlined shall be expended as
herein set forth and shall not be diverted for any other pur-
poses.

SEC. 5. And be it further enacted, That the County Com-
missioners secure in such manner as they shall think proper
and approve plans and specifications, award contracts for and
superintend the reconstruction or rebuilding of the said Court
House, and also to attend to the proper furnishing and fitting
of the same out of the funds hereby provided, and the said
County Commissioners are hereby directed and required,
authorized and empowered to pay for the same out of said
funds; and the said Commissioners are to have full charge,
control, management and direction of said reconstruction or
rebuilding and furnishing and all the contracts, plans and
specifications therefor; and upon the awarding by said Com-
missioners of said contracts for the preparation of said plans
and specifications or construction of said Court House and the
furnishing and fitting of the same and all sewerage and other
work to be done in connection therewith the said contracts shall
be executed by said County Commissioners and said County
Commissioners shall pay the contractor or contractors there-
under such sums as may become due under said contracts re--
spectively and the said Commissioners for all services ren-
dered under this Act shall receive no compensation, neither
said Commissioners nor any individual member thereof shall
have any interest in any of said contracts.

SEC. 6. And be it further enacted, That the Board of Coun-
ty Commissioners of Montgomery County shall not award any
contract for any building or construction wherein the estimated
costs shall exceed the sum of five hundred dollars ($500. 00)
without first having advertised for bids, and all of said ex-
penditures shall be awarded to the lowest responsible bidder
