such bonds shall be awarded to such responsible bidders bid-
ding the same price in a ratable proportion; and if any of said
bonds so offered for sale are not bid for, or if an insufficient
price be bid for them, they may subsequently be disposed of
under the direction of said County Commissioners, or a ma-
jority of them, at a private sale, upon the best terms they can
obtain for the same; provided said bonds shall not be sold at
private sale for less than par and accrued interest, and pro-
vided further that said County Commissioners, in their discre-
tion, shall have the right to reject any and all bids.

SEC. 4. And be it further enacted, That the actual cash
proceeds of the sale of said bonds shall be used exclusively for
the following purposes, to wit:

(1) For the payment of the cost of the engraving or print-
ing of said bonds, and for the payment of the cost of the ad-
vertising authorized by this Act, and all other incidental ex-
penses connected with the issuance of said bonds.

(2) The remainder of the proceeds of the sale of. said bonds
shall be used, expended and applied by the said Board for the
following purposes, to wit: To reconstruct or rebuild, as in
the judgment of a majority of the Board may seem best, on its
present site, the Court House in the town of Rockville, Mont-
gomery County aforesaid, in such a manner that the recon-
structed or rebuilt Court House shall contain suitable rooms
for the Circuit Court for said county, fire-proof offices in which
to keep the public records of said Court and land records, also
proper rooms and offices for the Register of Wills, Orphans'
Court, County Commissioners, County Treasurer, School Com-
missioners of said County, sufficient jury, witness and other
necessary rooms therein and to tear down and remove all or
so much of the present Court House as may be necessary for
said reconstruction or rebuilding and to furnish the recon-
structed or rebuilt building with proper furniture and filing
cases and to drain said Court House and the land on which it
shall be erected and provide suitable outlets for the sewage
therefrom; in and across the public streets of said town and
under and across such other lands as may be necessary for that
purpose, and the said Commissioners are hereby authorized,
directed and required to acquire either by purchase or condem-
nation proceedings such additional land together with the
buildings thereon for the above purposes or any of them as the
Commissioners deem necessary; and if the said County Com-
