1648 JOINT RESOLUTIONS.
WHEREAS, This is the one hundredth anniversary of the
granting of said Charter and the organization of the Balti-
more & Ohio Railroad Company; and
WHEREAS, The chartering of said Railroad Company has
meant so much to the State of Maryland and has shown the
great wisdom and farsightedness of the said General Assembly
of Maryland of 1827; therefore be it
Resolved by the General Assembly of Maryland, That on
this, the one hundredth anniversary of the granting of the
Charter to the Baltimore & Ohio Railroad Company, the Gen-
eral Assembly of 1927 commends the wisdom and vision shown
by the General Assembly of 1827 in granting the first rail-
road Charter in the United States, thereby virtually inaugu-
rating a system of transportation which has been and is
vital not only to Maryland but to the country as well.

NO. 15.
A Joint Resolution appointing a commission to take up
with the authorities of the State of West Virginia, or with
a committee or commission which may be duly appointed
and authorized by the Legislature of West Virginia for
that purpose, the question of considering certain proposed
plans for the prevention of floods in the City of Cumber-
land, Allegany County, Maryland, and the Town of Ridge-
ley, West Virginia, and certain other parts of Mineral
County, West Virginia, and authorizing said commission
to conclude an agreement in regard to said plans with the
authorities of West Virginia, or a committee or commission
appointed for said purpose by the Legislature of West
Virginia, and to submit said agreement, or a report of its
proceedings under this resolution to the next General As-
sembly.
WHEREAS, The City of Cumberland, Maryland, and the
Town of Ridgeley, West Virginia, have heretofore, to wit,
upon the 29th Hay of March, 1924, and on the 12th day of
May, 1924, sustained serious and grievous damage as the
