be to assemble all'the essential information concerning the char-
acter and results of state and community advertising and to
prepare a report therefrom setting forth the facts of the situa-
tion, such report to be submitted to the Governor of Maryland
and to the Legislature thereof at its next session for such
action as may then seem advisable.

A Resolution of the Senate of Maryland commending Elisha
Victor Bunting of Ocean City for rescuing seven persons
from drowning in the summer of 1926.

WHEREAS, Elisha Victor Bunting of Ocean City, Maryland,
has done a heroic act in rescuing seven people from drowning
in the surf during the summer of 1926; therefore be it

Resolved by the Senate of Maryland, That we hereby ex-
press our appreciation of his bravery in thus signally and
heroically risking his life for strangers; and be it further

Resolved, That a copy of this resolution, under the Seal
of the Senate, be transmitted by the Clerk to the said Elisha
Victor Bunting, and that this resolution be printed in the
Journal.

A Joint Resolution in appreciation of the granting of the
Charter to the Baltimore & Ohio Railroad Company by the
General Assembly of 1827.

WHEREAS, The General Assembly of Maryland of 1827
granted the first railroad Charter in the United States to
the Baltimore and Ohio Railroad Company for the carrying
on of a general freight and passenger business; and
