result of floods occurring in the Potomac River and Will's
Creek, and
WHEREAS, It appears from special studies made by engi-
neers employed for that purpose that said communities are in
danger of a repetition of such floods, and
WHEREAS, Said special engineers have proposed plans for
the avoidance of similar floods in the future, which said plans
contemplate certain changes in natural boundaries between
the State of Maryland and the State of West Virginia, and
WHEREAS, Before said plans can be put into effect, it
will be necessary to secure the sanction of the States of Mary-
land and West Virginia, and
WHEREAS, It is deemed advisable that a complete study
of said plans proposed by said engineers be made by com-
missions or committees to be appointed by the Legislature
of each of said States; now, therefore be it
Resolved by the General Assembly of Maryland, That a
commission, to be known as the Cumberland Flood Preven-
tion Commission, consisting of Hon. Thomas W. Koon, present
Mayor of the City of Cumberland, Hon. Charles Z. Heskett,
present City Solicitor of the City of Cumberland, Hon. Wil-
liam A. Gunter, present State Senator from Allegany County,
Hon. Morgan C. Harris, present member of the House of
Delegates from Allegany County, Maryland, and Hon. Wil-
liam C. Walsh, special counsel of the City of Cumberland,
be and they are hereby appointed to investigate said flood
prevention plans and confer with the authorities of West
Virginia, or a committee or commission to be appointed for
this purpose by the Legislature of West Virginia, and con-
clude an agreement with said authorities, or with said com-
mittee or commission, with respect to said plans, and to report
back to the next General Assembly for adoption or rejection
any agreement that may be reached and the result of the
proceedings under this resolution; and be it further
Resolved., That the expenses of said commission, and the
compensation and expenses of the members thereof, shall be
paid by the Mayor and City Council of Cumberland.
