of such real estate as to the said water rates or taxes, as to when
they are levied and the amount thereof and when they are due
and payable, and the said Commissioners have the power to
contract with the owners of property or the tenants or occupants
of the same for the supply of water to any property, but any
contract for such a supply, if made with a tenant or occupant
shall be ratified and confirmed by the owner of the real estate,
the tenant or occupant of which makes said contract for water,
and the real estate shall not be liable for the payment of said
water taxes if the contract shall be made by the Commissioners
with a tenant or occupant without the ratification and confirma-
tion of the contract by the owner of such real estate, but if
such contract shall be made with a tenant or occupant and not
ratified and confirmed by the owner of the real estate, then
the Commissioner shall have the power to levy the said water
rent or taxes against 'the personal property of such tenant or
occupant in or on the premises where water is supplied, and
such taxes shall be a preference and a lien like all State, County
and Municipal taxes upon personal property and the same
process may be used for the collection of the same as is herein
provided for in the case of such taxes levied and assessed upon
real estate.

And the Commissioners of East New Market shall use
the money arising from such water rents or taxes for the sole
purpose of maintaining the municipal water works, and the
Commissioners shall have power to make additions or repairs to
the said water works, they shall have the power to buy and
contract for material and labor, and buy and hold real estate
therefor, and if need be, to issue certificates of indebtedness
and obtain money thereon, for the maintenance of the said

water works, or the repair or enlargement thereof, provided
such indebtedness shall not at any time exceed the sum of
Three Thousand Dollars ($3, 000. 00), and such certificate of
indebtedness or certificates shall be valid, legal and binding
obligations upon the full faith and credit of the municipal cor-
poration of East New Market and all property therein, in
Dorchester County, Maryland, the said certificates may be in
whatever denomination the Commissioners may think best and
proper and to bear a rate of interest in their discretion not to
exceed six per cent, per annum, and to mature at such time as
the Commissioners, in their discretion, may determine, and in
order to pay said certificates of indebtedness, the said Com-
missioners shall have the power to make such rates or water
