to borrow, not to exceed the sum of twenty-five thousand dol-
lars ($25, 000), or so much thereof as may be necessary, for
the purpose of paying the existing promissory notes hereto-
fore made by said Citizens' Committee, secured by deed of
trust on the land and premises known as Block Thirty-seven,
Section 2, Chevy Chase, and releasing said property from
the encumbrance thereby created; paying for the additions,
alterations and improvements to the building known as the
Library and Postoffice, and the equipment thereof, and pay-
ing for such other and further additions and alterations as
may hereafter be made to the said Library and Postoffice
building, and to make, execute and deliver therefor such
promissory notes, bonds or other evidences of indebtedness,
to be secured by mortgage or deed of trust, upon the said
Library and Postoffice, and the lands and premises purchased
and acquired by the said Chevy Chase Citizens' Committee
under and by virtue of the authority conferred upon it by
the Act of the General Assembly of Maryland, approved
April 18, 1916, to authorize the said Chevy Chase Citizens'
Committee, in its discretion, to create a sinking fund, and to
authorize the County Commissioners of said county to levy
a tax upon the taxable property within said special taxing
area for the purpose of raising funds necessary to pay the
interest on said indebtedness and the principal thereof upon
maturity.

WHEREAS, The Chevy Chase Citizens' Committee, created
by the provisions of the Act of the General Assembly approved
April 16, 1914 (Chapter 610, Laws 1914), under and by vir-
tue of the power, and authority conferred upon it by the Act of
the General Assembly, approved April 18, 1916 (Chapter 697,
laws of 1916), has heretofore purchased and acquired the land
and premises known and described as the Library and Post-
office, together with additional land in Block Thirty-seven of
Section 2, in said Village of Chevy Chase, and now holds title
thereto in the interest, and for the common benefit, of the citi-
zens of the taxing area described in the said Act approved
April 16, 1914; and

WHEREAS, Under and by virtue of the powers and duties
conferred upon it by the aforesaid Acts of the General Assem-
bly the said Chevy Chase Citizens' Committee has entered into
a certain agreement of lease with the United States for the use
and occupation by the Postoffice Department of a portion of
