ruling of the Insurance Commissioner, which the Insurance
Commissioner is by law authorized to make; provided, how-
ever, that anyone deeming himself aggrieved by any such re-
fusal of the Insurance Commissioner shall have the right to
appeal to the Superior Court of Baltimore City for a writ of
mandamus, to compel the granting of such permit or authority
where the same has been withheld. Having qualified, as here-
in provided, as an agent or solicitor, no such agent or solicitor
shall be required to renew or repeat his application, unless in
the discretion of the Insurance Commissioner it may be
deemed necessary.
SEC. 2. Be it further enacted by the General Assembly of
Maryland, That this Act shall take effect January 1, 1925.

CHAPTER 236.
AN ACT to add a new section to Article 39 of the Annotated
Code of Maryland, title "Fish, " sub-title "Fish and Fishes, "
said new section to be known as Section 7A and to follow
immediately after Section 7 of said Article, relating to the
use of drift nets in certain waters of this State.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
39 of the Annotated Code of Maryland, title "Fish, " sub-title
"Fish and Fishes, " said new section to be known as Section
7A, to follow immediately after Section 7 of said Article, and
to read as follows:
7A. Nothing contained in Section 7 of this Article shall
prohibit the use or anchoring of drift nets in the waters therein
mentioned.

CHAPTER 237.
AN ACT to authorize the Chevy Chase Citizens' Committee of
Chevy Chase, Maryland, within the special taxing area de-
scribed in Chapter 610 of the Act of the General Assembly
of Maryland, approved April 16, 1914, entitled "An Act to
create a special taxing area or district to be known as Section
2 and part of Section 1 of the Village of Chevy Chase, in
Montgomery County, Maryland, " as in said Act described,
