1516 JOINT RESOLUTIONS.
Resolved by the General Assembly of Maryland, That the
Governor of Maryland be and he is hereby authorized to ap-
point a commission of twenty-one citizens, with representatives
of both the white and colored race on said commission, and the
said commission shall consider legislation concerning the wel-
fare of colored people residing in the State of Maryland and
report with recommendations concerning such legislation to the
Governor and to the General Assembly in 1927.

NO. 9.
Joint Resolution requesting the Public Service Commission of
Maryland to investigate the need for a north, and south
street car line east of Patterson Park, in Baltimore City,
and authorizing said Commission to issue and enforce an
order directing the United Railways and Electric Company
of Baltimore City to construct and operate such line, if the
investigation shows a need for same.
WHEREAS, There is no north and south street car line east
of Patterson Park, in Baltimore City; and
WHEREAS, The lack of such line is a great inconvenience to
the people in northeastern, eastern and southeastern sections
of the city, and to many people in other sections of the city;
and
WHEREAS, Appeal to the officials of the United Railways
and Electric Company have been unheeded; therefore, be it
Resolved by the General Assembly of Maryland, That the
Public Service Commission of Maryland be and it is hereby
requested to make a thorough survey and investigation of the
need for a north and south street car line east of Patterson
Park, Baltimore City; and be it further
Resolved, That, if the survey and investigation show a real
need for such a car line, the said Public Service Commission
be and it is hereby requested to exercise its authority to secure
for the residents of this portion of Baltimore City, such trans-
portation facilities as the Commission shall find to be justified
and warranted by the circumstances.
