scribe the powers and duties thereof; to provide for the
construction, maintenance, operation, purchase or condem-
nation of water supply, sewerage and storm water drainage
systems; to provide for the levy of taxes, assessments and
benefits, water and sewer rates, for the payment of said
bonds, and the operation, maintenance, regulation and con-
trol of said systems; to provide penalties for the violation
of the provisions of this Act; and directing that the question
as to the issuance of said bonds shall be submitted to the
qualified voters of the City of Salisbury.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That, for the purpose of providing funds for the design,
construction, establishment, purchase or condemnation and
maintenance and operation of the water supply, sewerage and
drainage systems of the City of Salisbury, the Mayor and
Council of Salisbury be and it is hereby authorized, empow-
ered and directed to issue bonds from time to time in such
amounts as may be deemed necessary by the Commission here-
inafter named, and, when requested by said Commission, to
carry on the said work, but at no time shall the total amount
of such bonds exceed the sum of five hundred and fifty thous-
and dollars. Said bonds shall be either registered or coupon
bonds issued in such denominations as shall be determined by
the Mayor and Council of Salisbury by ordinance, shall bear
interest not exceeding five per cent per annum, payable semi-
annually, may be either the serial or sinking fund bond type,
and shall mature not exceeding fifty years from the date of
issue, and shall be forever exempt from State, county and
municipal taxation. Said bonds shall be signed by the Mayor
of Salisbury, with the seal of the city attached thereto, attested
by the Clerk of Salisbury, and if coupon bonds, the coupons
thereof shall be signed by the Clerk of Salisbury, or a fac-
simile of his signature shall be stamped thereon. Said bonds
when signed and attested as heretofore directed shall be de-
livered to the Clerk of Salisbury, and the bond of said Clerk
of Salisbury shall be responsible for the safekeeping of said
bonds and the proceeds thereof until paid to the said Commis-
sion as hereinafter provided. The Clerk of Salisbury shall
sell said bonds at public auction or by sealed bids, after giving
at least two weeks' public notice thereof in one or more news-
papers published in the City of Salisbury, and in one or more
newspapers published in the City of Baltimore, under the su-
pervision of and at such times and in such amounts as the
