Mayor and Council of Salisbury shall order, but no bonds
shall be sold by sealed bids, except at prices approved by the
Mayor and Council of Salisbury. The said Clerk of Salis-

bury shall deliver said bonds so sold to the purchaser or pur-
chasers thereof, and receive the money therefor, including any
premiums thereon, and shall report under oath to the Mayor
and Council of Salisbury his proceedings in the premises as
soon as possible after said sale, with the name or names of
the purchasers to whom said bonds have been sold and deliv-
ered, together with the amount received on each bond so sold,
and said money, including said premiums, if any, shall be im-
mediately thereafter turned over by the Clerk of Salisbury to
the Commission hereinafter named, who shall receipt for the
same to the Clerk of Salisbury and deposit the same to the
credit of "The Water and Sewer Fund, " to be applied only
for the purposes specified in this Act.

SEC. 2. And be it further enacted, That Charles E. Harper,
W. Upshur Polk and Fred A. Grier, Jr., all of the City of
Salisbury, be and they are hereby appointed Commissioners
for the purposes and with the powers hereinafter set forth,
and who shall be known as "The Salisbury Water and Sewer
Commission. " The term of office of each of said Commission-
ers shall begin on the date of the ratification of this Act by
the qualified voters of the City of Salisbury at the election,
hereinafter provided, and they shall serve for a term of four
years. At the expiration of four years from the date of the
ratification of this Act by the voters of Salisbury as aforesaid,
the authority of the said Commission under this Act shall
cease, and all authority and power vested in it, and all duties
imposed upon it by this Act shall then vest in and devolve
upon the Mayor and Council of Salisbury. The Commission
shall elect one of its members chairman. Each of the Com-
missioners shall be paid an annual salary, the amount to be
determined by the. Mayor and Council of Salisbury; provided
that the total annual salaries of the Commissioners shall not
exceed the sum of twenty-four hundred dollars. Each of the
Commissioners shall be reimbursed for any and all expenses
to which he is put in the performance of the duties called for
under this Act; which salaries and. expenses shall be paid out
of the said "The Water and Sewer Fund. " Any member of
said Commission may at any time resign by tendering his
resignation in writing: to the Mayor of Salisbury, and any
vacancy in said Commission occasioned by the resignation or
