immediately after Section 163, to be known as Section 163-A,
and to read as follows:

163-A. The Police Commissioner of Baltimore City is
hereby authorized, empowered and directed to make rules and
regulations for the control and conduct of all vehicles and ve-
hicular traffic on the streets, avenues, alleys and highways

within the City of Baltimore; such rules and regulations shall
not be promulgated, published or enforced until they have been
approved by the Mayor of Baltimore City, who shall have
power to rescind any rules or regulation after such publica-
tion.

Such rules and regulations when approved shall be pub-
lished at least once in two of the daily newspapers in the City
of Baltimore and shall become effective after such publication
on the date to be named therein. Any rescission, alteration,
amendment or addition to such rules and regulations shall be
published in like manner. Such rules and regulations, and
amendments and additions thereto, when approved by the
Mayor and published as herein provided, shall have the force
and effect of law, and any violation of such rules and regula-
tions shall be deemed a misdemeanor and shall be punishable
by a fine of not less than $1. 00 or more than $25. 00. All
fines collected for violations of rules and regulations adopted
under the authority of this Section shall be disposed of in the
same manner as fines collected under ordinances of the Mayor
and City Council of Baltimore.

From and after the date when such rules and regulation

become effective, all ordinances of the Mayor and City Coun-
cil, and all provisions of the preceding Section 163 of Article
56 of the Annotated Code of Maryland, title. "Licenses, " sub-
title "Motor Vehicles, " and any other provisions of public
genera] or public local laws inconsistent with such rules and
regulations shall be deemed to have been repealed to the ex-
tent of such inconsistency, notwithstanding the provisions of
Section 133 of Article 56 of the Annotated Code of Mary-
land, title, "Licenses, " sub-title, "Motor Vehicles, " provided
that nothing in this Act shall be construed to give to the Po-
lice Commissioner of Baltimore City, subject to the ap-
proval of the Mayor of Baltimore City, any right to make or
enforce any regulation which shall change, alter or affect speed
limits, require any registration or licensing of motor vehicles
or operators thereof, or impose upon the owner or operator
