Board of Supervisors of Elections of Baltimore City or any
of the counties, as the case may be unless all of the signatures
attached to any such petition shall have been written thereon
by the signers within six months of the date when such petition
is laid before the Board of Supervisors of Elections of Balti-
more City or any of the counties, as the case may be. In
signing any petition in accordance with the manner prescribed
in Section 7 of said Article XIA of the Constitution, every
signer thereto shall place to the right of his or her name as
and when signed, the date of stich signature in his or her own
handwriting, and no action thereon shall be taken by any
Board of Supervisors of Elections unless the petition is filed
within six month of the date of the first signature.
SEC. 2. And be it further enacted, That this Act shall take
effect from and after June 1st, 1922.

CHAPTER 448.
AN ACT to provide suitable recognition for those residents of
Maryland who served in the Army and Navy of the United
States during the war with Germany, to authorize the cre-
ation of a state debt not to exceed $9,000,000 for this pur-
pose and to provide for the levying of taxes for paying
interest on said debt and for the redemption of said debt,
and providing for a referendum thereon.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That in order to promote the spirit of patriotism and loy-
alty, in testimony of the gratitude of the commonwealth and in
recognition of the services of certain residents of Maryland to
the ful extent of the demand made upon them and their oppor-
tunity in the Army and Navy of the United States during the
War with Germany, the payments hereinafter specified are
hereby authorized.
SEC. 2. And be it further enacted, That upon applications
as hereinafter provided there shall be allowed and paid out of
the Treasury of the State to each commissioned officer, enlisted
man, field clerk, army and navy nurse duly recognized as such
by the War and Navy Department who was mustered into Fed-
eral Service and reported for active duty subsequent to March
