776 LAWS OF MARYLAND. [CH. 344

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 281 of Article 16 of the Code of Public
Local Laws of Maryland, title "Montgomery County," sub-
title "Glen Echo," as said section was codified by Chapter 790
of the Acts of 1912, be and it is hereby repealed and re-enacted
with amendments, to read as follows:

281. That the citizens of said town shall, on the first Mon-
day in May, 1912, and every second year thereafter on the
first Monday in May, at such place or places as shall be desig-
nated by the judges of the election, between the hours of 5
o'clock P. M. and 9 o'clock P. M., elect by ballot one person
who shall be not less than thirty years of age as Mayor of said
town, who shall serve for a term of two years, or until his suc-
cessor is elected and qualified. The citizens of the aforesaid
town shall also elect, on the first Monday in May, 1912, two
persons to be members of the council of said town, who, to-
gether with the present members, who were elected on the
first Monday in May, 1911, to serve for a term of two years,
and whose terms expire in May, 1913, shall, with the Mayor,
constitute the council. The citizens aforesaid shall elect on the
first Monday in May, 1912, and annually thereafter, two per-
sons to be members of said council of said town, who shall
serve for a term of two vears or until their successors are

elected and qualified. The qualifications of voters for Mayor
and councilmen shall be the same as prescribed for voters by
the laws of this State; they must have resided within the cor-
porate limits of said town for at least six months preceding
election; the Mayor and councilmen must continue to reside
in said town during their term of office and they shall receive
no fees or compensation for their service, except that the Mayor
shall receive the fees hereinafter allowed.

SEC. 2. And be it further enacted. That the two new sub-
sections be and they are hereby added to Section 291 of said
Article 16 of the Code of Public Local Laws of Maryland, to
be known as sub-sections (34) and (35), to follow immediately
after sub-section (33) of said Article, and to read as follows:

(34) The Council shall have the power to establish build-
ing and plumbing regulations in the town of Glen Echo and
failures to conform to the regulations established shall be pun-
ished as prescribed in Paragraph 11 of said Section 291.

(35) The Council shall have the power to require the issu-
ance of permits before any new building shall be erected in the
