owners of two-thirds of the property subject to the assessment
for the cost of proposed improvements abutting upon any street,
road or lanes to be graded, paved, macadamized or improved
requesting the grading, paving, macadamizing, or improving
of any such streets, roads, lanes, or sidewalks, it shall be the
duty of said Citizens' Committee to make the assessment against
the abutting property owners, to provide the funds for and
cause to be performed the necessary work or construction to be
done in accordance with the provisions hereinabove provided.

Section 8B. And be it further enacted, That the said
Friendship Heights Citizens' Committee shall not expend for
material or work a sum exceeding five hundred ($500) dollars
without having first advertised the specifications therefor and
inviting bids for the same, after which said Committee may
purchase such material or make contract for such work or have
such work done by employed labor or otherwise, as it may deem
best.

Section 8C. Be it further enacted, That for the purpose
of making improvements, provided for in the aforegoing sec-
tions or for the purpose of making improvements other than
maintenance the said Citizens' Committee are hereby author-
ized and empowered to borrow money and otherwise contract
indebtedness and obligate the said taxable area in amounts not
exceeding in total at any time 10% of the assessed valuation
of real property within said taxable area, and for these pur-
poses said taxable area shall be and is hereby constituted a cor-
poration, and said Citizens' Committee is authorized to act for
said corporation.

CHAPTER 344.

AN ACT to repeal and re-enact with amendments Section 281
of Article 16 of the Code of Public Local Laws of Maryland,
title "Montgomery County," sub-title "Glen Echo," as said
section was codified by Chapter 790 of the Acts of 1912, and
to add two new sub-sections to Section 291 of said Article,
said sub-sections to be known as sub-sections (34) and (35)
and to follow immediately after sub-section 33 of said Sec-
tion 291, relating to the qualifications for Mayor and con-
ferring additional powers upon the Council.
