erection of buildings in Allegany County outside of incor-
porated towns and cities.

SECTION 1. Be it enacted by 'the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
1 of the Code of Public Local Laws of Maryland, title "Alle-
gany County," to be under sub-title ''Buildings and Builidng
Permits,'' to be known as Section 22A, to follow immediately
after Section 22 of said Article and to read as follows:

22. It shall not be lawful for any person or persons or body
corporate to erect, construct or build or commence the erec-
tion, construction or building of any house, stable outhouse or
building of any kind or description in Allegany County, out-
side of the corporate limits of the incorporated towns and cities
therein, without first applying in writing to the Clerk of the
County Commissioners for Allegany County for permission to
build same, under a penalty of five dollars ($5.00) for each
and every offense. The application for such building permit
shall contain the dimensions of the building for which the
application is made, setting forth the character of the construc-
tion, the kind and character of materials to be used in case of
a brick, stone, frame or concrete building, the height, thick-
ness and kind of foundation and walls and kind of roofing to
be used. No charge shall be made for the issuance of the said
permit. The contractor, foreman and superintendent in charge
of construction shall be considered "builder" within the mean-
ing of this section.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1922.

CHAPTER 339.

AN ACT to add a new section to Article 19 of the Code of Pub-
lic Local Laws of Maryland, title "St. Mary's County," sub-
tile ''County Commissioners," to be known as Section 31-B
and to follow immediately after Section 31A of said Article,
requiring all real property to be transferred on the County
Assessment Books before deeds are received for recording.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
