shall exercise their best judgment in the selection of persons
who will give the best service, and who will devote the neces-
sary time and attention in order that the best results may be
obtained. That said district road committee shall serve for one
year, or until their successors have been appointed and quali-
fied. Said district road committees shall organize by the elec-
tion of a chairman, a vice-chairman and secretary, and a ma-
jority of the said committee shall always have the power to
Act. In case of death, resignation, refusal to act or removal
from the district, any vacancy or vacancies in the district road
committees shall be filled by appointment by said Board of
County Commissioners from among the freeholders in said
district in which said vacancy occurred, and who shall be a
resident and voter therein, and in filling; the vacancy they
shall have due regard for the location from which the va-
cancy occurred in order to equitably maintain a repre-
sentation in the different sections of the district. The said
district road committee shall serve without compensation. "No
obligation or expense shall be incurred by any road supervisor
except upon the concurrence of the majority of said district
road committee, nor unless there are funds available for said
purpose, and no payment shall be made by the County Commis-
sioners to any road supervisor until the bill or account duly
itemized shall have been approved in writing by his district
road committee or a majority thereof.
Section 282. The live stock, harness and other material
other than machinery and equipment now owned by the said
county for road purposes, as soon as practicable after the pas-
sage of this Act, shall be sold by the Board of County Commis-
sioners, and the proceeds thereof shall be equally divided among
the road districts created by this Act according to road mileage,
and so distributed; and shall be used in the said district in
the purchase of necessary road machinery and equipment, and
the road machinery and equipment now owned by said county
shall be divided by the Board of County Commissioners among
said road districts according to mileage for use in the several
road districts, and the County Commissioners shall equitably
apportion the use of said machinery and equipment as now
owned, in order that the supervisor in each road district may
use the same for the working of the roads, and in the event
that any machinery or equipment so in use in any road district
should become out of repair, and need repair, such repair shall
be chargeable against the fund of the road district in which said
machinery was operating at the time of its impairment. In
