the roads and bridges, and shall keep the account of the road
fund of Prince George's County in accordance with a system
of accounting to be adopted by the Board of County Commis-
sioners, which system of accounting shall show in detail the
disposition of road funds and the amount expended in each
road district. The clerk shall prepare annually each year
from the itemized statements and accounts for the respective
road supervisors, a statement showing receipts and expendi-
tures of the road fund, which statement shall be published in
at least two newspapers in said county in the month of Decem-
ber in each year as designated by the Board of County Commis-
sioners. All checks shall be in a form prescribed by the County
Commissioners and shall show on their face the purpose for
which payment is made and against what fund payment shall
be charged; and it shall be signed by the president of the Board
of County Commissioners and countersigned by the road clerk.
No check as aforesaid shall be drawn in payment of any ac-
count pertaining to any road district until after the same has
been approved by the Road Committee of that District and
passed upon by the County Commissioners, and filed by the
clerk. It shall be the duty of the road clerk at the time of
countersigning the checks to enter the payment in a road book
provided for this purpose, so that the County Commissioners
shall have in their office, open to public inspection at all times,
a full and complete copy of the road funds and the distribu-
tion thereof.

Section 281. In each road district there shall be a district
road committee, composed of five tax payers who shall be free-
holders in said district and each a resident of and a voter in
said district. Said district road committee shall be appointed
immediately upon the passage of this Act, in the manner here-
inbefore provided, and annually thereafter on the third Tues-
day in March in each year by the Board of County Commis-
sioners in said county, and in making said appointments the
said County Commissioners shall take into consideration the
different sections of each district, as far as possible the County
Commissioners shall select members to compose said road
district committees from different sections of the various
districts, with the view of having the work and repair of
roads, and improvements done thereon fairly and equitably
distributed. That the said County Commissioners in the selec-
tion of the district road committee, in each road district, shall
totally disregard the political affiliation of any appointee, and
