and the same is hereby repealed and re-enacted with amend-
ments, so as to read as follows:

SEC. 167-C. The County Commissioners of Kent County
shall on the first, day of June, 1916, or as soon thereafter as
possible, appoint some competent person who shall have a
sufficient knowledge of civil engineering to enable him to ac-
curately make surveys, plats, profiles and specifications for
the grading, draining, maintenance, repairs and reconstruction
of the public roads of said county, and also to do the necessary
engineering work for the building or re-building of bridges,
and who shall have at least three years' experience in road
engineering work, and who shall be approved as a competent
road engineer by the State Roads Commission of Maryland and
by the Chief Engineer thereof, to be County Road Engineer
for Kent County for the term of four years, at a salary of
seventeen hundred ($1,700.00) dollars a year, payable monthly,
and the said County Road Engineer shall hold his office and be
paid for his services from the day he enters upon his duties,
unless removed for cause, as hereinafter provided; and the
said County Commissioners shall make such appointments
without any reference whatever to the political opinions of
the persons so appointed.

SEC. 2. And be it further enacted, That this Act shall take
effect from the first day of June, 1920.

CHAPTER 412.

AN ACT to repeal and re-enact Section 26 of Chapter 171 of
the Acts of the General Assembly of Maryland, passed at
the January Session, 1908.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 26 of Chapter 171 of the Acts of the Gen-
eral Assembly of Maryland, passed at the January Session,
1908, be and the same is hereby repealed and re-enacted, so as
to read as follows :

SEC. 26. And be it enacted, That all the streets, alleys,
lanes and public grounds in the said Town of Rock Hall shall
be subject, however, at all times for municipal and police pur-
poses, to the control of the corporation, who may establish,
maintain, alter and repair said streets, alleys, lanes and sub-
