are hereby authorized and empowered to borrow on the credit
of said county a sum of money not to exceed one hundred
thousand dollars, and to issue coupon bonds in such sums as
the County Commissioners may direct, said bonds to bear
interest from the date of the issue thereof, at the rate of not
more than five per centum per annum, payable semi-annually,
and which said interest to the maturity of each of said bonds
shall be provided for and set forth in the coupons attached to
each of said bonds, respectively, for the interest due and
payable thereon, and which said bonds shall have printed on
them a distinct reference to this Act authorizing their issue.

SEC. 2. And be it further enacted, That the County Com-
missioners shall cause to be levied and collected on the assess-
able property of the First Election District, Eighth Election
District and the Twelfth Election District an additional tax
annually sufficient to pay the said bond and interest or coupons
as they severally mature, as the County Commissioners shall
by resolution provide for the series and denomination of said
bonds and coupons thereon; and the said special tax or levy
shall be a lien upon the taxable property of said Montgomery
County, of said First Election District, Eighth Election Dis-
trict and -Twelfth Election District, of said county, in the
proportion hereinafter set forth and the said tax shall be col-
lected in each and every year, as other taxes in said county are
collected, and when collected shall be applied, as hereinafter
provided, to the payment of said bond as they severally mature
and the interest thereon semi-annually, and shall be non-
contestable for any cause whatsoever, and when redeemed shall
be cancelled.

SEC. 3. And be it further enacted, That the State Roads
Commission of Maryland, are hereby authorized and empow-
ered to take over the public road leading from Olney to Lay-
tonsville and on to Damascus by the way of Etchison, a dis-
tance of about 13 miles, which said highway shall be and
become a part of the State highway system of the State
of Maryland, whenever State Roads Commission shall deem
it wise and expedient to do so, together with the United States
Government aid, if need be for the purpose of making said
highway a Post Road or as the State Roads Commission may
determine. That in the event the said State Roads Commis-
sion shall in their discretion take over said road for the
building and construction of same, then the said County Com-
