328-V. The Mayor and Commissioners shall have authority
to enter into contract with any road authorities of adjoin-
ing State of Pennsylvania for purposes of making or improv-
ing any road leading to said town, provided they shall first
submit an ordinance for same at a general or special election.

328-W. The Mayor, and in his absence the Commissioner
of Finance, shall have authority to try all or any case arising
under this Charter, and an appeal shall lie to the Circuit
Court for Washington County, provided the appeal is taken
within three days after rendering of judgment and provided
the party appealing shall enter into a good and sufficient bond
for faithful prosecution of the appeal.

328-X. The Mayor and Commissioners' shall have power
to pass an ordinance whereby upon petition of two-thirds of
the property owners of any street or road agreeing to pay for
two-thirds cost of paving any street or road the Mayor or
Commissioners shall pave said street and levy taxes on whole
town to pay for the remaining one-third.

The Mayor and Commissioners are empowered to acquire
by gift, grant, lease or purchase or by condemnation any or
all property, in their judgment, needed for parks, electric
lights, water system or auditorium, promenades or streets
whether said lands or property are situated wholly or partly
within the corporate limits of Pen Mar or in Washington
County, and for the purpose of carrying out any or all the
powers herein granted or implied and when and so often as
resort shall be had to condemnation proceedings the procedure
shall be as provided for by Chapter 463 of the Acts of the
General Assembly of Maryland, passed at its January Session,
1914. which said Act is known as "Article 33 A of the Public
General Laws of Maryland.

328-Y. The clerk shall keep a careful record of minutes
and proceedings and ordinances in a book for that purpose
and shall safely keep all records and documents, issue licenses,
collect money therefor, and account and turn it over to Com-
missioner of Finance, and perform all such other duties as
may be imposed upon by him or ordinance of Mayor and Com-
missioners.

328-Z. Commissioner of Finances shall collect all taxes
assessed by Mayor and Commissioners, keep account and pay
out the money upon warrants as hereinafter directed, and
shall make a report at least once a year under oath showing
