said Mason-Dixon line in an easterly direction to intersect the
west marginal line of the public road known locally as Meredith
Ave., and thence with said west marginal line in a southerly
direction and the north marginal line of a road known as
Oak Street and with same in a N. W. direction to intersect the
center line of the main track of the W. M. R. R. and thence
with same in a N. E. direction and the point of beginning,
being a tract of land known as Pen Mar Paxk.

328-C. The government of said town shall be vested in a
Mayor and two Commissioners one of whom is to be desig-
nated Commissioner of Finances and one Commissioner of
Utility, who shall hold office until the first Monday in Sep-
tember, 1922, and be elected every two years thereafter, the
persons so elected, shall within ten days after the service of
such notice, qualify by taking the oath hereinafter prescribed
for town officers; and if the Mayor elected shall fail to qualify
as hereinafter provided, another election shall be held by the
Commissioners, within three weeks from the expiration of the
time to qualify to fill the vacancy; and until such vacancy is
filled, the Commissioners shall choose one of the number as
Mayor, who shall discharge the duties of the office pro tem-
pore. The Mayor, by virtue of his office, shall preside at all
meetings of the Commissioners, and in case of a tie, except
in the passage of ordinances, shall have the deciding vote; he
shall see that the ordinances of the town are faithfully exe-
cuted, and shall report to the Commissioners, in writing, at
its first meeting in each year, the condition of municipal af-
fairs; he shall have the power of vetoing any ordinance, as
hereinafter provided; and shall serve without salary or other
fee or compensation whatever.

328-D. In case of a vacancy by death or otherwise of the
two of the qualified officers of the corporation other than the
Mayor, then an election shall be held to fill said vacancies in
accordance with Section 328C.

In case of vacancy of one commissioner, the Mayor with
advice and consent of other Commissioner shall appoint a
successor. For the purpose of holding the first election
Parker H. Spangler is hereby appointed to act as judge and:
Jason E. Grout is hereby appointed to act as clerk for both
registration and election, which said election shall be held
the first Monday in June, 1920, between hours of 1 and &
P. M., and said election officers shall sit the Monday previous
