to register all persons according to the charter herein. These
persons so appointed shall before proceeding to act. follow the
method as hereinafter prescribed for the Mayor.

328-E. The method of holding all regular or special elec-
tions in said town shall be as follows: 1st. It shall be the
duty of the Mayor to give at least three weeks' .public notice
prior to the day of holding an election; which notice
shall state the objects and purposes of such election. 2nd.
The Mayor shall also appoint two citizens, qualified voters of
said town, the one to act as. judge and the other as clerk of the
election they are sitting for the purpose of registration on the
day one week previous to day of election. 3rd. The persons
so appointed before proceeding to act, shall take an oath or
affirmation before the Mayor, or a Justice of the Peace in and
for Washington County, said oath to be the same as that taken
by judges and clerks who serve at a State or County election.
The said judge shall have authority to administer oaths or
affirmations to any person touching his or her qualification
as a voter. The polls and registration shall lie kept open
from one o'clock in the afternoon until six o'clock in the
afternoon, unless the public notice of election or registration
may have different hours. At the close of the polls the said
judge and clerk shall immediately count the ballots, cast up
the votes, and return, under their hands and seals, to the Clerk
of the Circuit Court for "Washington County, the number of
votes cast for each candidate, and return the persons receiving
the highest number of votes as duly elected ; and they shall
return at the same time the ballots that were cast for the
candidate, and all records of said election, to the said Clerk of
the Circuit Court for Washington County, who upon receipt
thereof, shall file the same. The said clerk of said election
shall notify all candidates receiving the highest number of
votes, of their election, and to what office they have been re-
spectively elected.

328-P. The corporation board, consisting of Mayor and
two Commissioners shall convene at least once every month
from April to November, and as much oftener as may be re-
quired. The Mayor with advice and consent of Commission-
ers shall appoint, as soon as convenient, a clerk, who may be
the Commissioner of Utilities and a policeman, bailiff or con-
stable; and they shall have the power to appoint one person
