CHAPTER 161.

AN ACT to add twenty-six new sections to Article 22 of the
Code of Public Laws of Maryland, title "Washington
County,'' to be under the sub-title "Pen Mar." to be
known as Sections 328-A to 328-Z, inclusive, and to follow
immediately after Section 328 of said Article, providing
for the incorporation of the town of Pen Mar, "Washington
County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That twenty-six new sections be and they are hereby
added to the Code of Public Local Laws of Maryland, title
"Washington County," to be under the sub-title "Pen Mar,"
to be known as Sections 328-A to 328-Z, inclusive, to follow
immediately after Section 328 of said Article, and to read as
follows:

328-A. The inhabitants of Pen Mar, in Washington
County, are created a corporation by the name of "The Mayor
and Commissioners of Pen Mar," and by that name shall have
perpetual succession ; may sue and be sued; may have and use
a common seal, and possess such other incidents and powers
as attach by law to a municipal corporation, and may purchase
and hold real, personal and mixed property for the benefit of
said corporation; provided, however, that the Mayor and
Commissioners shall not purchase or acquire any real estate,
except for water system, parks, electric light or auditorium,
promenades or roads, as hereinafter provided, unless the said
Mayor and Commissioners shall first provide by ordinance
for said purchase, and the mode and manner of payment
therefor; and all ordinances for the purchase of real estate,
except as above provided, shall provide for submitting the
question of said purchase to the qualified voters of the town
at some regular or special election, said special election not
to be held between November and April, and before any such
ordinance shall be submitted to the qualified voters of the
town, at least three weeks' public notice shall be given, by
posting notice in three conspicuous places or by publication
in one or more newspapers of Washington County, of an in-
tention to submit said ordinance to the qualified voters of the
town; and said notice shall set forth the ordinance in full,
and the mode and manner of payment proposed, and no
ordinance for the purchase of real estate, except as above
