and Common Council of Mount Rainier shall have full power
and authority to issue and sell the same at any time after the
going into effect of this Act, in such manner as to them may
seem most advisable to secure the best price therefor, provided
that said bonds shall be issued and sold as soon as possible after
the going into effect of this Act, and that none of said bonds
shall be sold for less than ninety-five and interest; said bonds
shall be numbered from one to fifty, both inclusive, shall be
unregistered, shall be negotiable by delivery and the principal
thereof shall be payable as follows: bonds number one and two
shall be payable three years from the date of issue, bonds
number three and four shall be payable four years from the
date of issue, and thereafter the two of said bonds outstanding
bearing the lowest numbers shall be similarly payable each and
every year until the whole amount of said bonds issued shall
have been fully paid.

The funds derived from the sale of said bonds shall be de-
posited by the Mayor and Common Council of Mount Rainier
in some safe banking institution in the State of Maryland to
be determined by them, and shall be subject to the check of the
Town Clerk only when countersigned by the Mayor and two
members of the Common Council. Out of said fund shall be
paid only the proper expenses incurred for the necessary legis-
lation preceding the issue of said bonds, for the holding of the
election hereinafter provided for, for the expenses of the nego-
tiation and sale of said bonds, and for the planning and con-
struction of the water and sewerage system herein provided
for, including the acquisition of necessary land within or with-
out the town limits for the purposes thereof, provided, how-
ever, that not more than $50, 000 thereof shall be expended in
the construction of the sewerage system, and that the balance
of said funds shall be used in the construction of the water
system herein provided for.

SEC. 5. And be it further enacted, That in the construction
of a water and sewerage system herein provided for, the Mayor
and Common Council of Mount Rainier shall employ a com-
petent and experienced engineer to plan and superintend the
work of establishing and constructing said system, shall under
his advice advertise for bids for the construction of said sys-
tem, or of such parts thereof as may in their judgment be
separately constructed, shall receive sealed bids therefor, and
shall award the contracts for such work to the lowest responsi-
ble bidders, having, however, the right to reject any and all
