bids. They shall require from the successful bidders surety
bonds in penalties sufficient to cover the contracts awarded
them, with sureties to be approved by the Mayor and Common
Council of Mount Rainier, and conditioned on the faithful
performance of the contracts made, in accordance with the
plans, specifications, and stipulations under which the bids
are made, and further conditioned for the payment of laborers
or material men furnishing labor and material for such con-
struction.
SEC. 6. And be it further enacted, That the Mayor and
Common Council of Mount Rainier be and they are hereby
authorized and empowered to do all acts and things not spe-
cifically mentioned herein, which may be necessary to issue
and sell said bonds, to arrange for building and constructing the
water and sewerage system herein provided for, and to main-
tain and operate the same, and they shall have full power to
pass all necessary ordinances in relation to and for the protec-
tion of the same.
SEC. 7. And be it further enacted, That the bonds issued
hereunder shall be the direct obligation of the Mayor and Com-
mon Council of Mount Rainier, and the said corporation shall
be responsible for the payment thereof. The Mayor and Com-
mon Council of Mount Rainier shall in the calendar year in
which said bonds axe issued, and annually thereafter, assess
against the total number of front feet of all real estate in said
town abutting on the streets in which the sewer and water
mains are laid, or are about to be laid under the plans ac-
cepted by them, an amount sufficient to pay the said bonds
and the coupons thereof as said bonds and coupons may sev-
erally mature as hereinbefore provided; the owner or owners
of said abutting real estate being assessed in proportion to
the number of assessable front feet owned, provided that when
corner property fronts or abuts on two streets containing sewer
and water mains, the abutting front feet shall be computed for
the purpose of assessment hereunder as one-half of the total
number of front feet on both streets. The amount assessed
against any piece of property each year shall be and consti-
tute a lien thereon, and the amount thereof shall be collected
by the Mayor and Common Council in the same manner as
town taxes are collected. In case the assessment hereunder
cannot be made by the Mayor and Common Council of Mount
Rainier in time to be levied with other taxes in the year 1916,
it shall be levied by the Mayor and Common Council of Mount
