Council of Mount Rainier, and to require the owners or occu-
pants of any dwellings, houses, sinks, wells, cesspools, and
receptacles of water or sewage in said town, to connect such
dwellings, buildings, etc., with said water mains, and with said
sewerage mains whenever and in whatever manner they may
find shall be necessary for the public health of said town.
And the Mayor and Common Council of Mount Rainier shall
have full power and authority to provide by ordinance when
and how such connections shall be made, and shall have full
power and authority to require the same to be made at the
expense of the owners or occupants of the said houses, build-
ings, etc., without discrimination. And the Mayor and Com-
mon Council of Mount Rainier shall have full power and
authority to provide fines and penalties for the failure, neg-
lect or refusal of property owners or occupants of houses, build-
ings, etc., in said town to make or permit connections, or for
the failure of such parties to carry out reasonable regulations
made by them for the maintenance of said water or sewerage
system, or for injury to or interference with the said system
or any parts thereof, and said fines and penalties shall be col-
lected as are other fines and penalties.

SEC. 4. And be it further enacted by the General Assembly
of Maryland, That for the purpose of establishing and con-
structing said water and sewerage system for said town, the
Mayor and Common Council of Mount Rainier be and they
are hereby authorized and empowered to issue the coupon
bonds of the said town to the amount of One hundred thousand
($100, 000) Dollars, or so much thereof as they may find to be
necessary for such purposes; the said bonds to be in the denom-
ination of One thousand ($1, 000) dollars each; to be signed
by the Mayor, and issued with the corporate seal of the Mayor
and Common Council of Mount Rainier, attested by the Town
Clerk, but the coupons for the interest thereof may be authen-
ticated by the engraved, lithographed or printed signatures of
the Mayor and the Town Clerk. Said bonds shall be dated on
the day of their issue, and shall bear interest at a rate not to
exceed five per cent, per annum, payable semi-annually in each
and every year until maturity, and said bonds shall be forever
exempt from all county and municipal taxation. The prin-
cipal and interest of said bonds shall be payable at some Na-
tional Bank or Trust Company to be determined by the Mayor
and Common Council of Mount Rainier, which place of pay-
ment shall be stated in the bonds and coupons. The Mayor
