Baltimore for sealed proposals for the negotiation of said bonds,
and on a certain day to be named in said advertisement, said
Commissioners of Chestertown shall in the presence of such
persons as may be interested in said bond, open all bids re-
ceived, and award the bonds to the highest bidder; provided,
no bids less than par shall be accepted, and reserving the right
to reject any and all bids.

SEC. 3. And be it enacted, That the Commissioners of Ches-
tertown shall create an annual sinking fund beginning with the
year 1914, for the payment of interest and for the redemption
of said bonds, and if said sinking fund can not be made suffi-
cient under the present authorized levy to pay the interest on
said bonds and the one twenty-fifth part of the said bonded
debt as it matures, the Commissioners of Chestertown are here-
by authorized to levy and collect annually a tax upon the tax-
able property in Chestertown for a sum sufficient to provide
for the payment of any such deficiency of interest on said
bonds as they mature and any deficiency on one twenty-fifth
part of the principal of said bonded debt, as said bonds mature.

SEC. 4. And be it enacted, That the said sum of twenty-five
thousand dollars, or so much thereof as may be necessary for
the purpose, shall by the said Commissioners of Chestertown be
used and applied to the unpaid cost of the present driveway
on High Street amounting to three thousand dollars, and for
the construction of a sewer beginning on High Street in Ches-
tertown about opposite the Catholic Church and from thence
to College Avenue, thence along College Avenue to Cannon
Street and thence along Cannon Street to connect with the
present sewer on Cannon Street at or near Princess Street and
also for the curbing, paving and construction of the streets or
driveways of Main Street from the Voshell House crossing to
Ringgold's Corner and of Cross Street from the crossing between
Bordley's Corner and Spark's Corner to the Railroad Station,
and of Queen Street from High Street to Maple Avenue or so
much of the last named street or section as can be curbed,
paved and improved with the funds derived from the sale of
said bonds, after defraying the costs of curbing, paving and
improving the first sections of said streets above named and
designated. And if any part of the proceeds of sale of said
bonds be left over, after defraying the costs of said sewer and
street improvements, the Commissioners of Chestertown are
hereby authorized to expend the remainder in curbing, paving
and improving such other streets and driveways in Chestertown
