excess of the amount required to actually operate and efficiently
maintain said sewerage systems shall be applied to the payment
of the bonds issued for the construction or establishment by pur-
chase or otherwise of said sewerage systems, and the interest
thereon, until all of said bonds are paid.

SEC. 11. Be it further enacted, That whenever the County
Commissioners of Baltimore County decide that the public
health requires the establishment of a sewerage system or sys-
tems in said County, and there be. any private sewerage system
or property which could be used to advantage in whole or in
part in connection with such sewerage system or systems, they
are hereby authorized to purchase the same or any part thereof
at a fair and reasonable price, and pay for it from the funds
collected or appropriated as hereinafter provided for the con-
struction of said sewerage system.

SEC. 12. Be it further enacted, That the said County Com-
missioners of Baltimore County be and they are authorized to
levy on the assessable property in Baltimore County such sums
as may be needed for the maintenance of such sewerage systems.

SEC. 12-A. Be it further enacted, That no sewerage or drain-
age system or any part thereof shall be built, constructed,
located, established or purchased until the plans and specifica-
tions thereof shall be approved as to their sanitary efficiency and
design by the State Board of Health of Maryland, and nothing
in this Act or any part thereof shall be taken or construed to
authorize the said County Commissioners to build, construct,
establish or purchase any sewerage or drainage system, or any
part thereof, until after the plans and specifications of the same
have been approved by the State Board of Health.

SEC. 13. Be it further enacted, That if said County Commis-
sioners shall not be able to agree with the owners of any prop-
erty of any kind wanted for use in connection with any such
sewerage system or systems they may condemn the same in the
manner provided in the Public General Laws of Maryland for
the condemnation of private property for public use.

SEC. 13-A. Provided, however, anything in this bill to the
contrary notwithstanding, that all plans and specifications for
the construction of any sewers, sewerage systems, and sewage
disposal plants, to be built or erected by the County Com-
missioners of Baltimore County under the provisions hereof,
shall be submitted to and be subject to the approval of the State
