144 LAWS OF MARYLAND.

SEC. 15. And be it enacted, That any person dissatisfied
with the assessment, may appeal to the Commissioners at their
first meeting after such assessment is made, and the said Com-
missioners shall increase or abate such assessment as they deem
just.

SEC. 16. And be it enacted, That whenever the Commis-
sioners shall levy a tax they shall cause to be made out a list
of the persons charged therein, and cause to be affixed thereto
the respective sums to be collected from such persons and a
warrant to the bailiff to collect the same.

SEC. 17. And be it enacted, That the bailiff shall, within
ten days after the receipt of such list and warrant, render to
each person named herein an account or tax bill showing the
amount due by him, if he be a resident of the town, and if he
be a non-resident, and in consequence thereof cannot conveni-
ently be served with said account or tax bill, he shall publish
such account or tax bill in some newspaper of St. Mary's
County at the expense of the taxpayer, and may, unless the
same be paid within thirty days after the delivery or publica-
cation on an account or tax bill, collect the same, with all costs,
by distress and sale of the real and personal property of the
delinquent at public auction, after giving at least ten days'
notice of such sale published in some St. Mary's County news-
paper or by printed or written hand bills posted in not less
than three public places, and upon such sale of real estate
the president of the Commission shall execute and deliver to
the purchaser or purchasers a deed of the property sold, which
deed shall be presumptive evidence that all the requirements of
the law have been complied with in making such sale and deed.

SEC. 18. And be it enacted, That the bailiff shall make all
collections required of him, and pay the same to the clerk or
treasurer, at once, upon the collecting of same and within sixty
days from the time the tax bill is placed in his hands.

SEC. 19. And be it enacted, That the bailiff shall attend
the meetings of the Commissioners and perform such duties as
may be required of him; shall preserve the peace and good
order of the town, and for this purpose is invested with the
same power and authority as any constable has under the laws
of this State.

SEC. 20. And be it enacted, That the president shall preside
at all the meetings of the Commissioners, and shall have all
the powers and authority of a justice of the peace in any
