PHILLIPS LEE GOLDSBOROUGH, GOVERNOR. 143

SEC. 9. And be it enacted, That the Commissioners shall
allow their clerk and bailiff such compensation as. they shall
think proper.

SEC. 10. And be it enacted, That the Commissioners and all
other officers of the corporation, including judges of election,
shall, before entering upon the duties of their respective offices,
make oath that they will diligently and faithfully to the best of
their ability, skill and judgment, perform their duties of office,
and shall file, a certificate of the same among the records of
the corporation.

SEC. 11. And be it enacted, That the clerk and bailiff shall
give bond in such sum as may be deemed proper by the Com-
missioners for the faithful performance of their respective
duties.

SEC. 12. And be it enacted, That the Commissioners shall
receive all returns of election and shall determine all questions
arising thereon, but any person feeling aggrieved by such de-
cision, may appeal therefrom to the Circuit Court for St.
Mary's County, which Court shall hear and determine such ap-
peal and who shall pay the cost thereof.

SEC. 13. And be it enacted, That the Commissioners may
pass such ordinances not inconsistent with the laws of the State,
as they may deem beneficial to the town; may open and close
streets, lanes and alleys, grade and pave the same, remove
nuisances and obstructions therefrom, restrain all disorder and
disturbances, prevent all congregations of disorderly persons,
apprehend all tramps and vagabonds, impose a tax on all ani-
mals running at large in the streets, or totally prohibit the
same; and may impose fines, penalties and forfeitures for the
violation of their ordinances, and commit all offenders to the
County Jail until the same be paid with costs; may pass such
ordinances as they may deem necessary for the preservation
of the health of the town, and remove all nuisances from or
prohibit all business within the corporate limits thereof as shall,
in their opinion, injuriously affect the conditions thereof.

SEC. 14. And be it enacted, That the Commissioners may as
often as they deem advisable cause an assessment to be made
of all the real and personal property within said town or the
corporate limits thereof, by a person to be appointed and paid
by them, and the Commissioners may levy a tax thereon, not
exceeding forty cents on the hundred dollars' worth of assess-
able property in any one year.
