matter wherein the Commissioners are a party, and shall re-
ceive the same fees allowed justices of the peace in similar cases;
and an appeal from his judgment wherein the fine or demand
exceeds five dollars may be taken to the Circuit Court for St.
Mary's County, which shall hear and examine and determine
the matter as upon appeal from justices of the peace.
SEC. 21. And be it enacted, That the bailiff shall be paid the
same fees for making distress for taxes as are allowed County
collectors; and for making arrests or serving process for viola-
tion of any ordinances of the corporation, the same as are
allowed constables for similar services; and in any case wherein
the bailiff fails to discharge any duties of his office he may be
fined not to exceed ten dollars for each offense.
SEC. 22. And be it enacted, That any fines, penalties or for-
feitures imposed by this charter or by any ordinances of the
Commissioners may be collected by proceedings in the name of
the Commissioners or under warrant of a justice of the peace;
and the same president or justice of the peace shall have the
power to commit the offender to the County Jail on failure to
pay such fines or forfeitures until the same shall be paid, with
costs.
SEC. 23. And be it enacted, That the Commissioners shall
not expend or contract to expend in any one year more money
than the revenues for that year.
SEC. 24. And be it enacted, That the Commissioners for the
County, justices of the peace, sheriff, constable, and all State
and County officers shall have, hold and exercise their offices
and jurisdiction, in said town as if this charter had not been
granted; and the County Commissioners of St. Mary's County
shall, on or before the first day of January, in the year 1915, and
on or before the first day of January in each and every year
thereafter, pay over to the Commissioners of said town of Char-
lotte Hall that proportion of the entire County levy for the lay-
ing out and repairs of roads* which the real property assessed
within the limits of Charlotte Hall bears to the whole amount of
assessed property in St. Mary's County, so that the Commis-
sioners of Charlotte Hall may receive and disburse for the re-
pairs and maintenance of the streets of said town the amount
levied upon the real property within the corporate limits of the
town of Charlotte Hall for the construction and repair of roads
by the same Commissioners of St. Mary's County.
