lished shall be submitted to a vote of the people at the next
regular election for Mayor and Councilmen for the city of
Cumberland, or at a special election to be ordered by the
Mayor and Council for the purpose, and the ballots shall be
marked "For Water Improvement," with a square after said
words for the cross-mark of the voter, and "Against Water
improvement," with a square after said words for the cross-
mark of the voter, and in case a majority of all the votes cast
At such election shall be cast "For Water Improvement," then
the said Mayor and City Council of Cumberland are hereby au-
thorized, empowered and directed to proceed with the construc-
tion, building and installing of said new water system, to-
gether with all works, dams, artesian wells, pumping stations,
pipe lines, reservoirs and other necessary appliances to enable
them to carry out and perfect such plan. And when so adopted
authority is hereby given to said Mayor and City Councilmen
of Cumberland, and it is hereby empowered, to issue its bonds
to an amount not exceeding the amount stated as the estimated
total cost of said new water supply, and all necessary works
pertaining thereto as published prior to said election, and not
exceeding five hundred thousand dollars, and to sell the same
and only so many thereof as may be necessary for said pur-
poses. Said bonds to be signed by the Mayor and said city and
attested by the city clerk, with the corporate seal of said city
thereto attached, and to bear interest, payable semi-annually,
At the rate of not over five per cent, per annum, for which
interest coupons are to be attached to said bonds, and said
bonds to be payable at the end of thirty years from the date
of their issue. And said Mayor and City Council of Cumber-
land shall provide a sinking fund for the redemption of said
bonds.

SEC. 7SD3. And the said Mayor and City Council of Cum-
berland are hereby authorized to subscribe for and take stock
in any water company, formed under the laws of this State or
any other State of the Union, which shall have for its object
the furnishing and supplying of water to the City of Cumber-
land in accordance with the plan which shall have been adopted
by the Mayor and City Council of Cumberland and which shall
have been voted for by a majority of the votes cast at the elec-
tion to be held as hereinbefore provided for. But in case of
any subscription to the stock of any such company the Mayor
and City Council of Cumberland shall take all the stock in
such water company except such shares as may be necessary
co allot to citizens of the United States to qualify them as
directors to act as such in any such company. And the said
Mayor and City Council of Cumberland are hereby given full
power and authority to do any other act or thing which may
