be necessary to carry out and complete and effectuate the ob-
jects and purposes of this enabling Act.

SEC. 2. And be it, enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 416.

AN ACT to repeal and re-enact with amendments Section 215
of the Public Local Laws of Maryland, title "Allegany
County," sub-title "Roads," as enacted by Chapter 262 of the
Acts of Assembly of 1904.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 215 of the Public Local Laws of Maryland,
title "Allegany County," sub-title "Roads," as enacted by the
Acts of 1904, Chapter 262, be and the same is hereby repealed
and re-enacted with amendments so as to read as follows:

215. The Allegany County Road Engineer shall, on or be-
fore the tenth day of each month, furnish to the Road Di-
rectors an itemized statement of all expenditures made upon
public roads and bridges of the county during the preceding
month, including cost of material used on such road and the
amount of labor performed, and shall certify as to the correct-
ness of each statement; and it shall be the duty of all super-
visors in the employ of the said Road Directors on or before
the fifth day of each month to file with the said Road Directors
an itemized statement, showing the names of the laborers and
teams hired by him during the preceding month, with the num-
ber of days' work done by each of said laborers and teams,
and the sum of money due each of them for said month, which
said statement shall be verified, and such a statement and affi-
davit shall also be required from any individual employed by
said Road Directors or Road Engineer who are not employed
by or under any supervisor; and any false swearing to such
accounts by such supervisors or other employees shall consti-
tute perjury, and shall be punishable as such, and no such ac-
counts shall be paid by the Road Directors unless accompa-
nied by the affidavit above required; and the said Road Di-
rectors, if said statements are approved by the Roads Engi-
neer, shall pay said sums by drafts upon the Treasurer of Alle-
gany County, signed by the chairman of the Road Directors,
and countersigned by the Roads Engineer, which said drafts
shall be made payable directly to the parties by whom the
work was done or materials furnished; and all expenditures
