1044 LAWS OF MARYLAND.

road director and appoint his successor, and it shall be the
duty of the Board of Road Directors, immediately upon re-
ceipt of written charges of the violation of any provision of
this section by the Engineer, to call a meeting, and, if the
charges are sustained, to dismiss the Engineer and appoint his
successor. And any road director or engineer who may violate
any provision of this section shall be liable to indictment in
any court of competent jurisdiction, and, upon conviction, shall
be imprisoned for not less than thirty days, or more than nine-
ty days. The powers hereby conferred shall be subject to the
authority of the Engineer, as defined by this Act.

SEC. 284. The Board of Road Directors shall within sixty
days after their qualifications appoint a skillful and experi-
enced man as a road engineer, who shall receive a salary of
$2,000 per annum, payable monthly, and shall receive no other
remuneration, and who shall serve for two years next succeed-
ing the date of his appointment, or until his successor is quali-
fied, unless sooner removed from office by the Board of Road
Directors, after a public hearing upon notice of charges pre-
ferred against him. The Engineer so appointed shall give bond
in the sum of f 5,000 to the State of Maryland, conditioned upon
the faithful performance of his duties, and shall take an oath
before entering upon his duties, before the Clerk of the Circuit
Court for said county, to faithfully perform the duties of his
office. The Engineer shall give his entire time to the duties of
his office, shall act as secretary to the said board, and keep
safe all documents and books belonging to said board; he shall
inspect the roads of each district in said county as often as
may be possible, and recommend to the members of said board
such repairs and improvements as he may think necessary; he
shall submit specifications or plans of any construction, re-
pairs or improvements of roads or bridges when called upon by
the said board or any member thereof, and shall attend the reg-
ular monthly meetings of said board and such other meetings
as the board may require. The Engineer shall have the right
to dismiss any person employed to work upon the roads in the
absence of the road director for reasons deemed sufficient by
him, and after such dismissal shall immediately certify his
action and his reason therefor to the director who employed
the person so dismissed. No construction or repair of any
culvert or bridge, or the consecutive and permanent improve-
ment of any public road, shall be made by any member of said
board where the probable cost of such construction or repair
exceeds $100, without the approval of the Engineer, and such
repair or construction shall then be made according to plans
and specifications submitted by him; no sum of money other
than salaries of the board shall be paid without the approval
