in a book to be provided for that purpose by the Board of
Road Directors a full, complete and accurate and easily under-
stood account of all money expended by him in each of the
several election districts of his road district, which account
must specify the name of the person to whom money was paid,
the date, the purpose for which it was paid and the amount
thereof. And this book shall be submitted to the inspection of
any taxpayer of the road district whenever such inspection is
demanded, and any road director who shall fail to enter in
said book any sum of money expended by him, or shall make
any fraudulent or deceptive entry therein, shall be guilty of a
misdemeanor, and shall, upon conviction thereof, be fined a
sum of not less than one hundred dollars, nor more than three
hundred dollars, and the Governor shall immediately remove
him from the office of road director and appoint his successor.

SEC. 283. The terms of said Board of Road Directors shall
begin on the first day of March succeeding their appointment
or election, and within ten days thereafter the members of the
said board shall qualify by taking an oath, to be administered
by the Clerk of the Circuit Court for said county, that they
will faithfully execute the duties of their office; but before
entering upon the duties of their office; but before entering
upon the duties of their office they shall give a bond to the
State of Maryland in the sum of $2,000 each, conditioned upon
the faithful performance of their duties and the proper expen-
diture of all moneys coming into their hands, and all moneys
recorded as a result of any suit upon said bond shall be paid
to the Board of Road Directors by the Clerk of the Circuit
Court; said bonds to be approved by the Clerk of the Circuit
Court and filed with him. At their first meeting they shall
elect one of their members as president, to serve during their
pleasure. They shall thereafter meet for the transaction of
business at least once a month, on the first Thursday of each
month, in Upper Marlboro, and as often thereafter as may be
found necessary. The County Commissioners are hereby di-
rected, as soon as the members of said board shall qualify, to
sissign to said board a suitable room, or rooms, in the Court-
lion.se of said county for the exclusive use of said board. It
shall not be lawful for any road director, nor for the engineer,
provided for by this Act, to use any of the powers conferred
upon him by this Act, directly or indirectly, in the interest of
any candidate .or candidates in any primary or general election
hereafter to be held in Prince George's county; and it shall be
the duty of the Governor immediately upon the receipt of writ-
ten charges of the violation of any provision of this section
against any road director, to provide a hearing, and if the
charges are sustained, the Governor shall at once remove the
