1042 LAWS OF MARYLAND.

were constituted January 1st, 1910, and in all appointments
the Governor shall designate the districts for which the ap-
pointment is made. Should any member of said board ap-
pointed by the Governor remove his permanent residence out-
side of the limits of his road district, he shall be removed from
office, upon five days' notice, by the Governor.

SEC. 282. The Board of Road Directors shall have general
supervision over all public highways and bridges except State
roads and State-aid roads, shall open and construct new roads
and bridges and close old ones where deemed advisable, fol-
lowing the provisions of the Code of Public General Laws re-
lating to the opening and closing of public roads; shall work
the roads the entire year, and shall regulate the hour's of labor
and the wages of laborers; provided, that the hours of labor
and wages of all employees shall be uniform in each road dis-
trict, and shall not exceed the usual wages paid to laborers in
such road districts; nor shall any road director delegate any
part of his authority, nor employ, any person to supervise or
oversee the work on his roads, except in case of unavoidable
absence or sickness. They shall purchase all road machinery,
rollers, carts, wagons, mules, feed and provender, plows, scrap-
ers, split log drags and other implements and things necessary
to properly work the roads and build bridges and culverts, and
shall have power to sell all wornout or useless equipment at
public sale, for cash, upon ten (10) days' notice by advertise-
ment in a county newspaper; out of the money received by
them they shall have the right to appropriate any sum neces-
sary for the building of roads under the "Shoemaker Law," or
any other State aid road law, and shall have the right to ad-
vertise for bids for the construction of bridges and culverts,
with the approval of the engineer, and to award such work,
under contract, to the lowest responsible bidder; they shall
have the right to purchase or lease gravel banks or stone
quarries, or otherwise acquire desirable material for road con-
struction and repair; and shall have the right to condemn land
for such purposes or for the purpose of widening or straight-
ening roads, as land is now condemned by the County Com-
missioners by law; they may employ clerical help at not ex-
ceeding $100 per annum, and shall have the authority to em-
ploy and pay an attorney-at-law, when the services of an at-
torney are actually needed in litigation or advice. Each road
director shall have sole power and authority over the actual
working of the roads and repair of bridges in his road dis-
trict; shall employ and discharge all labor, employing men by
the month wherever possible, and shall be responsible for all
machinery and equipment in his road district. It shall be the
duty of the road director of each of the road districts to keep
