may be suspended from service at any time by the county road
engineer, who shall, thereupon, stated in writing to the County
Commissioners the reason for such suspension, and if the action
of the said engineer shall be sustained by a two-thirds vote of
the County Commissioners, the suspended assistant shall be
summarily removed from office, and his successor appointed
in the manner hereinbefore provided. Each assistant shall
receive a salary, to be fixed by the County Commissioners, not
to exceed fifty dollars per month, and they shall devote their
entire time to their duties during such months of the year as the
county road engineer may determine. General work on the roads
shall be done during the months of April to November, both in-
clusive, and during the months of December, January, February
and March the surfacing of roads with hard material may be
done with the county teams and machinery under the supervision
of the county road engineer and his assistants; provided that
no hard material shall be put on any road after the passage of
this Act unless such road has been re-constructed according to
the plans and specifications of the county road engineer, which
plans and specifications shall be followed by his assistants,
should their execution be left to the assistants. The County
Commissioners shall have authority to compel any trolley or
street railway company having or laying tracks on the public
roads, avenues or streets of Anne Arundel county to change the
rails and location of said tracks so as to make said roads,
avenues or streets safer or better for travel, and to compel the
said company or companies to pave and keep in repair the
roads, avenues or streets covered by said tracks and extending
two feet on the outer limits of either side of said tracks with
the same kind of paving material with which the remaining por-
tion of said roads, avenues or streets may be paved. The failure
of any street railway company to comply with the provisions of
this section shall be a misdemeanor and punishable by a fine of
twenty dollars a day for each day the said railway company
shall neglect to comply with the provisions of this section.

197. Whenever any persons shall desire the improvement of
any public road or portion thereof in said county to an extent
beyond that decided upon by the county road engineer they may
make application to the County Commissioners by petition
definitely stating the location of the road or portion thereof,
the character of the improvement desired and its probable cost;
and the County Commissioners shall thereupon order the
county road engineer to examine the location and purposes set
forth in the petition, and if he shall be of opinion that the
public interests will be promoted by compliance with said
petition, he shall so report to the County Commissioners, with
