362 LAWS OF MARYLAND.

examine and certify to the correctness of all bills and accounts
for work and materials on or for any of the roads or bridges of
Anne Arundel county before the same shall be paid by the
County Commissioners, and no payment for such work or
materials shall be made before the account therefor has been
certified by the county road engineer. He shall not purchase
or order any materials of any kind whatever without first
making requisition therefor upon the County Commissioners
and securing their written approval of such requisition, and the
County Commissioners may either purchase such materials
themselves or direct and authorize the county road engineer to
do so. He shall make annually in writing a detailed report to
the County Commissioners of all work done on the public roads
and bridges for the year, together with the names of all persons
employed by him or under his direction in performing such
work, and the amounts certified to be due them, which report
shall be presented to the said Commissioners on or before the
fifteenth day of July for the year ending the thirtieth day of the
preceding June. The county road engineer shall not be in-
terested financially in any firm or corporation from which any
material is purchased by the county for roads or bridges, nor
shall he receive any commission or pecuniary profit whatever
on said purchases.

196. The County Commissioners shall, subject to the approval
of the county road engineer, appoint one assistant to the said
engineer in each of the election districts of the county, except
the sixth, and they may upon petition from six or more resi-
dent taxpayers in any district wherein such assistant has been
appointed in accordance with the provisions of this section,
appoint another assistant in such district. Under the con-
trol and direction of the county road engineer the assistant
shall supervise the road work in their respective districts and
perform such other duties as the county road engineer may pre-
scribe. The County Commissioners may, in their discretion,
and from the district road fund, provide each district with nec-
essary teams and implements for working the roads; said teams
and implements to be placed in charge of the assistant or
assistants for the district in which they are located. The
assistant shall keep the time of all employes in their respec-
tive districts, and a correct record of materials used, and make
daily report thereof, and certify bills for the same to the county
road engineer, to be by him approved before being presented to
the County Commissioners for payment. For incompetency or
wilful neglect of any duty imposed upon them by this Act, or
by rules and regulations duly made by the county road engi-
neer, and of whom they shall be given due notice, any assistant
