364 LAWS OF MARYLAND.

an estimate of the money required and his reasons for such
determination, if the County Commissioners shall approve the
report of the county road engineer, they shall direct the ex-
penditure to be paid out of the district road levy, or other
moneys belonging to the county, and set aside for roads and
bridges in such district; provided, that the petitioners for such
improvement shall first pay into the treasury of the county an
amount equal to one-half of said estimate; and all of said
money shall be expended under the direction of the county
road engineer.

198. It shall not be lawful for the County Commissioners to
open any new public road in Anne Arundel county, until they
have such proposed road surveyed and platted by the county
road engineer; and an estimate in writing made by him of the
cost of construction, including necessary bridges on the said
road, and any new public road which the County Commis-
sioners may hereafter decide to open, shall be built under the
control and direction of the county road engineer, and shall
not be accepted and paid for by the County Commissioners
until the county road engineer has certified to them that said
road has been built according to the contract and specifica-
tions signed by the contractor, if such road is built by contract.

SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 672.

AN ACT to add two new sections to article 2 of the Code of
Public Local Laws, title "Anne Arundel County, " sub-title
"Roads, " so as to require all owners of vehicles using the
public streets and roads in Anne Arundel county to have a
license therefor.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That two new sections be added to article 2 of the Code of
Public Local Laws, title "Anne Arundel County, " to follow
immediately after section 203X, to be known as sections 203Y
and 203Z, and to read as follows:

SEC. 203Y. It shall not be lawful for any person or persons
to run or suffer to be run upon any of the streets and roads of
Anne Arundel county a vehicle of any description whatever,
