land of 1904, and that said company is hereby exempted from
the payment of any and all county and municipal taxes.

SEC. 2. And be it further enacted, That the said "Havre de
Grace and Perryville Bridge Company" be and it is hereby ex-
pressly authorized and empowered to acquire from the owner
or owners thereof the old railroad bridge now spanning the
Susquehanna river between the city of Havre de Grace, in
Harford county, and the town of Perryville, in Cecil county,
formerly used by the Philadelphia, Baltimore and Washington
Railroad Company as part of its line of railroad, to re-construct
the same bridge or have same reconstructed for use as a toll
bridge for foot passengers and vehicular traffic of every kind,
and to operate and maintain said bridge for such purposes,
and the said corporation may demand and receive such tolls
for the use of said bridge for the purpose of foot passengers
and vehicular traffic as the board of directors of said corpora-
tion may, from time to time, establish; provided, that said
tolls shall in no case exceed the rate of toll which the Cono-
wingo Bridge Company is authorized by its charter, chapter
217, Acts 1858, to demand; "provided, said tolls shall not
exceed fifty cents for any carriage drawn by one horse or mule.
And that said corporation shall have the right to connect the
ends of said bridge with the streets or public highways of the
city of Havre de Grace and the town of Perryville, respectively,
to erect toll houses, lodges for bridge keeper or such other
buildings or structures as may be necessary for the proper
operation of said bridge," provided that the said Havre de
Grace and Perryville Bridge Company of Harford county
shall at all times maintain said bridge with a pivot draw, hav-
ing an opening of not less than the same width of the opening
of the draw of the present bridge of the Philadelphia, Balti-
more and Washington Railroad Company over said river. On
each side of the pivotal pier for the passage of vessels, suitably
located to accommodate navigation of the Susquehanna river.
The said draw shall be properly lighted at night to permit the
passage of vessels, and shall be operated at all times by and at
the expense of said bridge company. The said bridge company
shall keep a good and sufficient steam tug or tow boat at the
location of said bridge at all times during the season of open
navigation of said river, so as to enable any vessel or vessels
to get through or from said bridge, and in case of neglect or
refusal of the officer or officers of said tug or tow boat to tow
through or from said bridge any vessel or vessels that may
require the aid of said tug or tow boat, that then the said com-
pany shall be liable for damage to the owner or owners, mas-
ter or masters of said vessel or vessels, for every such, deten-
