11. The Council shall meet at some convenient place in said
town on or before the first Monday of September next succeed-
ing their election, and as often thereafter as may be necessary,
to discharge the duties of their office, not less, however, than
once every month.

12. The Mayor shall preside at all meetings of the Council,

and in case of a tie vote on any question, he shall decide
the same. At the first regular meeting of the Council after
the passage of this Act, the members thereof shall elect one
of their number Mayor pro tem (to serve at the pleasure
of the Council until his successor is elected), who, in the
absence of the Mayor shall be clothed with all the powers and
authority of said Mayor. The Mayor, or in his absence the
Mayor pro tem, or any four members of the Council, may call
such meetings of the Council, from time to time, as they may
deem necessary, due notice of which shall be given, and when
the call is made by four members, it shall be in writing and
signed by them. A majority of the Council shall constitute
a quorum for the transaction of business, but no ordinance
shall be adopted without the affirmative vote of four members;
and the council shall pass rules and by-laws for their govern-
ment while in session.

13. The Council shall annually appoint a clerk, who shall

also be treasurer, who shall keep minutes of its proceedings in
a well bound book, which shall be open to the inspection of all
persons interested therein, and shall record in a similar book
all ordinances passed by the Council, and the Mayor shall sign
his name to all ordinances as recorded, and the clerk shall attest
his signature, and the clerk shall at least once a year publish
an itemized statement showing the receipts and expenditures of
said corporation, and the clerk shall discharge such other
duties as the Council may require, and the Council shall also
annually appoint a bailiff and such under bailiff and other
officers as may be deemed necessary.

14. The Council shall allow their clerk, bailiff and other
officers such compensation for their services as may be reasona-
ble.

15. The Council and other officers of the corporation, before
they enter upon the duties of their respective offices, shall take an
oath that they will faithfully and diligently discharge the duties
of their office without favor, partiality or prejudice. Neither
