or without this State, shall connect with or form a continuous
line with the railroad of this company, or with any of the
branches of said railroad, upon such terms as may be agreed
upon; provided, however, that the agreement for any such sale,
lease, assignment, transfer or consolidation shall be submitted
to the stockholders of the said Baltimore and Southern Rail-
road Company, at a special meeting called for considering the
same, and shall be sanctioned by the holders of two-thirds of
the stock represented at such meeting in person or by proxy,
and if sanctioned at such meeting shall be filed in the office of
the Secretary of State of this State; and provided, further,
that such agreement shall contain no provisions in conflict with
the provisions of this act or which shall exempt such railroad,
so far as it lies within this State, from the operation of the laws
of this State; and provided, further, that the said Baltimore
and Southern Railroad Company shall not consolidate "with any
other railroad company or. corporation by which the property
of the said Baltimore and Southern Railroad shall be exempt
from taxation.

Issue of stock
to State.

SEC. 23. The said Baltimore and Southern Railroad Company
shall not claim or be entitled to any of the privileges conferred
upon it by this act until the said company shall issue to this
State the same proportion of its common stock as the State
owned of the capital stock of the Baltimore and Drum Point
Railroad Company, incorporated under the act of 1868, chapter
364.

Completion of
road.

SEC. 24. This act shall become null and void unless so much
of the said road as lies between Drum Point and a point at
least as far north as Millersville, in Anne Arundel county, shall
be completely constructed, equipped and actually in operation.
on or before the 23d day of March, 1902.

No scrip, etc.,
to be Issued.

SEC. 25. Nothing in this act shall be so construed as to author-
ize the said corporation to issue any notes, scrip, device or other
evidence of debt, to be used as currency, and the legislature
hereby reserves the right to alter or amend or repeal this char-
ter at pleasure.

Title to
property.

SEC. 26. Nothing in this act contained shall be construed to
impair the right and title of the Baltimore and Southern Rail-
road Company to the real and personal property, franchises,
corporate rights, powers and privileges, lands, easements, rights
of way, roadways, tracks, sidings, ties, culverts, water rights,
bridges, trestle-works, erections, fixtures and improvements,
