COUNTY LOCAL LAWS

AN ACT adding new subtitle 8 "Growth Management" to Title 16 "Planning,
Zoning and Subdivision and Land Development Regulations" of the Howard County
Code to limit growth by restricting residential rezonings; limiting the continued
processing of subdivisions in the western area of the County; and by providing for the
issuance of building permits for residential construction consistent with the population
growth anticipated by the 1982 General Plan; and generally relating to growth
management and declaring this to be an emergency measure if approved by an
affirmative vote of 2/3 of the members of the Council.

Effective Date September 25, 1989.

Bill No. 44

AN ACT repealing Subtitle 1 "Housing" of Title 13 "Housing, Urban Renewal,
and Economic Development" of the Howard County Code and rescinding the Housing
Code, and the rental housing license fee schedule and enacting new Subtitle 1 "Rental
Housing" to establish minimum standards for the physical condition of housing which is
not occupied by the owner of housing or by the owner's immediate family and to
regulate the licensing of such housing.

Effective Date September 5, 1989.

Bill No. 45

AN ACT to amend Section 15.507 "Application for sale of development rights"
and Section 15.508 "Provisions governing processing of application" of the Howard
County Code in order to remove the requirement for an appraisal to accompany an
offer to sell development rights; to require an application fee to accompany an offer to
sell development rights; and to reduce the number of appraisals that the County is
required to obtain.

Effective Date September 5, 1989.

Bill No. 48

AN ACT amending Section 14.109 "Penalties" of the Howard County Code to
specify that any person who violates the provisions of the Taxicab Code shall be subject
to penalties.

Effective Date September 5, 1989.
